When Plaintiff answered in the affirmative, Defendant Officers informed Plaintiff they they were investigating an incident and wanted to question him. Plaintiff offered to answer their questions, but was instructed by Defendant Officers the he had no choice but to go to the precinct with them. The Plaintiff was held in a cell, fingerprinted, and photographed, and then taken to a room to be questioned about an incident that involved a passenger. Although Plaintiff denied the allegations being made, Defendant Officers, including officer Yukhananov, agreed that the story did not make sense to them but that they had to take Plaintiff to central booking because \"that's how it works”.
