The officers aimed their weapons at plaintiff as he exited the vehicle, and plaintiff ran in fear for his life.  The officers chased plaintiff and were joined by fifteen additional officers, who all surrounded plaintiff.  Plaintiff froze and placed both hands above his head, but P.O. Titus still tased plaintiff in the abdomen, causing him to fall face first to the ground. \n P.O.s Agron Pervizi and Hern then jumped on top of plaintiff, grabbed him about the body, and placed their boots on plaintiff's head, face, and body.  P.O. Hern then handcuffed plaintiff.  \n\nP.O. Titus and the other officers then dragged plaintiff down the block into the police car and kept him there.  Plaintiff demanded medical treatment, but P.O.s  Artem Makaryan and Nicholas Felix denied and took him directly to the precinct, where they continued to deny medical treatment.  They shackled plaintiffs hands and feet inside a holding cell.  Eventually an ambulance arrived, but plaintiff was only treated for a fraction of his injuries before being taken back to the precinct.  He was kept in a cell for hours in pain and was denied phone calls and food.  P.O.
