Murray-Medouze noticed a police vehicle next to Ms. Thomas and Mr. Paton. Murray-Medouze overheard a heated argument between Ms. Thomas and Defendant NYPD Officer Jane Kahvacci. Murray-Medouze then witnessed Defendant NYPD Officer Rafael Figueroa exit the police vehicle and forcibly remove Mr. Paton from his car. Murray-Medouze attempted to diffuse the situation, as she was herself an NYPD officer. When Defendant Figueroa gestured her away, Murray-Medouze instructed Paton to report Figueroa to the CCRB. Figueroa pushed Murray-Medouze for that suggestion. Officer Kahvecci then asked Murray-Medouze for her identification, which Murray-Medouze provided. Murray-Medouze informed Figueroa that she intended to report him to the CCRB for pushing her. He responded by screaming \"I am the uniformed officer, and I am in charge.\" Figueroa initially refused to call the Patrol Supervisor consistent with NYPD policy for \"confrontational situations\" between officers, eventually calling the Patrol Supervisor on his personal rather than official telephone. Figueroa then demanded that Murray-Medouze turn over her NYPD ID, which she refused to do. When Murray-Medouze attempted to sit in her personal vehicle to await the Patrol Supervisor, Figueroa threatened to \"arrest her,\" threw her to the pavement, and handcuffed and searched her. Two male supervisor then officers arrived at the scene and instructed Figueroa to place Murray-Medouze into the police vehicle. Figueroa searched Murray-Medouze once again, as well as her personal car. Murray-Medouze requested medical attention from Officer Martin, who informed her that an ambulance would respond to the stationhouse. The officers on duty then transported Murray-Medouze to the 73rd Precinct, while Figueroa told her that the NYPD made a mistake giving her a shield.\n\nAt the precinct, Murray-Medouze was again denied medical attention. Defendant NYPD Officer John Grillo told her \"this is the North not the South and when people fail to comply we slam bodies into the ground and faces into walls.\" He also instructed another officer not to give Murray-Medouze any water. An unidentified NYPD Officer told an ambulance on the scene that it could not transport Murray-Medouze to the hospital because an investigation was ongoing. Murray-Medouze was eventually permitted to use an ice-pack and minor pain medication after NYPD Officer Richard Taveras came to the scene and demanded that she receive attention. Seven hours passed before the unidentified officer permitted Murray-Medouze to go to the emergency room. Murray-Medouze declined, telling the officer she just wanted to leave. After four more hours passed, an unidentified supervisor told Murray-Medouze that \"Figueroa is still learning\" and released her.\n\nAfter her release, Murray-Medouze experienced substantial physical pain (including a diagnosed sprained knee and torn meniscus, which required surgery) and emotional distress (which required continued treatment). The Police Organization Providing Peer Assistance refused to assist her because she was involved in a controversy. Murray-Medouze was additionally placed on restricted duty without access to firearms for multiple months.
