Officer Paul Stueve and other unknown officers asked Plaintiff for his identification and questioned why Plaintiff's license plate was in the front seat of his car, to which Plaintiff explained it had fallen off earlier that evening when another car backed into his. An unknown officer then reached through the car window to unlock Plaintiff's driver side door and physically pulled Plaintiff out of the car, slammed him on the hood and handcuffed him. Plaintiff was searched and the officers took $2600 cash out of his pockets. \n\nPlaintiff was then taken to the precinct where an unknown officer alleged he found illegal drugs on Plaintiff's person and thus Plaintiff's cash would be forfeited. Plaintiff was subjected to a strip search where nothing illegal was found. Plaintiff was charged with with several offenses. Officer Stueve falsely stated he removed heroin from Plaintiff's jacket pocket and Officer Stueve and the other officers falsified evidence to the DA's office and a Grand Jury panel and withheld exculpatory evidence.
