POs proceeded to stop, question, frisk, and search Plaintiff. PO Ryan walked to a nearby construction site, picked up a hammer that was laying there, and asked Plaintiff if the hammer belonged him. Thereafter POs placed Plaintiff under false arrest and transported him to the 7th Precinct. Sgt. Vincent Lee lied that Plaintiff smelled like marijuana to justify an unreasonably invasive strip search of Plaintiff in the bathroom. No contraband was found. Plaintiff was transported to Central Booking where he was arraigned on various false charges, including Possession of Burglar's Tools, based on POs' misleading evidence. Plaintiff was released after approximately 14 hours in wrongful custody. All charged against Plaintiff were dismissed on July 18, 2012.
