When Defendant NYPD officer ALBERT BELCHER, assisted by ten other unidentified officers arrived, BELCHER accused Plaintiff himself of committing an assault and arrested Plaintiff. Numerous persons who had observed the incident that caused Plaintiff to call the police advised the Defendant officers that Plaintiff had not committed any criminal acts and that it was Plaintiff who had duly and properly called the police for assistance. Regardless, Plaintiff was illegally searched, seized, and arrested by use of excessive force, including the application of excessively tight handcuffs and having his arm twisted and jammed behind his back causing injury to Plaintiff's shoulder. Plaintiff was transported to the Midtown South Precinct where was held for approximately 8 hours. Plaintiff was released without a DAT or court date, and without arraignment after an unidentified NYPD supervisor apologized to Plaintiff and stated that Plaintiff should not have been arrested.","documents":[{"url":"https://iapps.courts.state.ny.us/nyscef/ViewDocument?docIndex=0W7zdmDwFn8pB6iKZkEi5Q==","type":"complaint"}]}],"discipline":[{"disposition_date":"2017-01-11","case_no":"2016-16833","penalty":"Pre-trial suspension days (10 days), vacation days (10 days)","charges":[{"desc":"While on-duty wrongfully failed to safeguard a hospitalized prisoner resulting in the escape of said prisoner.","disposition":"Guilty"}]}],"documents":[{"url":"https://www.documentcloud.org/documents/21017951-daf-belcher950064","type":"brady-giglio"}],"payroll":{"salary":"109352","regular":"108510","overtime":"3315","other":"20879","total":"132704"},"news":[{"title":"NYPD officer on cell phone when prisoner escaped, sources say","url":"https://www.cbsnews.com/news/daniel-ortiz-prisoner-escape-nypd-officer-allegedly-on-cell-phone/","source":"CBS","date":"2016-12-30"}],"id":"G3AV","url":"https://www.50-a.org/officer/G3AV"}
