Despite there being no reasonable suspicion, probably cause, Officers Demchenko and Betancourt violently contorted Plaintiff's arms and placed him in handcuffs that were applied too tightly. Defendant Officers illegally searched through Plaintiff's pockets. Plaintiff was then removed to the transit district where he was strip searched and questioned as to his pedigree. Plaintiff was again searched and questioned as to his pedigree at central booking. Defendants arrested and caused a criminal prosecution to be initiated against Plaintiff in order to receive personal benefits such as overtime pay, career favor from superior officers, meeting arrest quotas, and concealing their illegal behavior. Officer Demchenko signed a criminal complaint against Plaintiff which knowingly affirmed fabricated allegations.
