Plaintiff was arrested on the false charge of DWI. Defendant Gallagher failed to intervene in plaintiffs arrest. Plaintiff was roughed up during his arrest. Defendants threw plaintiff's belongings on to the street and threatened a witnesses with arrest. Defendants broke one of the witnesses' phone as she videotaped the false arrest and defendants' excessive force., Plaintiff was booked on false charges, brought before a judge who was presented false facts drafted by defendants and held for over a week due to excessive bail.
