Defendant Lieutenant Barry asked Plaintiff if he wanted to go to the hospital, in which Plaintiff declined. Defendant Officers then tightly place handcuffs on Plaintiff and placed him in a second ambulance and transported him to Harlem Hospital where doctors found no cause to keep Plaintiff.
