Officer Pom Seda and Sgt. Althaibani arrived with other officers and Seda immediately accosted plaintiff, without knowing whether or not he was involved in the dispute. Seda then began to search plaintiff and then arrested and handcuffed him. He was then questioned about an alleged weapon that was found at the scene. Plaintiff informed them he was not involved in the dispute and was not in possession of any weapon. They still subjected him to a strip search and charged him with criminal possession of a weapon. To any extent that the defendants did not participate in the excessive force, they failed to intervene.
