He stated that he was writing a ticket at his supervisor’s request for disorderly conduct.  Plaintiff was detained for 30 minutes and had to go to court for six hours before the ticket was dismissed on July 11, 2011.  On June 14, 2011, Plaintiff was on the same platform when Defendant Officer Craig Pernice followed the same steps.  Plaintiff was detained for an hour and the summons was eventually dismissed by mail.  On April 2, 2014, Plaintiff was on the same platform when approached by Defendant Officers Gibbs and Sanchez and told she would be ticketed for disorderly conduct.  Fortunately a third-party identified themselves as a television news producer, at which point the Defendant officers allowed Plaintiff to leave the station without charges.  On April 9, 2014, Plaintiff was on the same platform when Defendant Officer Minzhong Zhu approached her.  Plaintiff was ticketed for panhandling, despite no such action by Plaintiff.  Plaintiff attended to hearings, at which Defendant Zhu gave false testimony in support of the ticket.
