Plaintiff was then handcuffed. \n\nPlaintiff was arrested for having improper displays of plates, obstructing governmental administration in the second degree and disorderly conduct. He was taken to the 68th precinct and they were so difficult to remove that it took police officers 30 minutes to finally take them off.
