Plaintiff was taken off the road to a dead end. The officers asked Plaintiff to present his Driver's License and Registration for the vehicle within thirty seconds, which was not possible since Plaintiff's business had multiple vehicles. They refused to inform Plaintiff of the reason for asking for these documents when Plaintiff had not ostensibly broken any laws. When Plaintiff failed to present these documents within thirty seconds, Officer Caligeuri dragged him out of his vehicle and placed him under arrest, stating \"the car windows are tinted and the license plate holder is illegal.\" The tint on the vehicle windows, however, was factory authorized and standard across the same brand of vehicles that the officers should have known its legality. During the arrest, Plaintiff's right arm was injured from the handcuffs being cuffed too tight. Plaintiff was denied medical attention for hours before he was taken to the hospital.
