The defendant POs knew that the Plaintiff had not committed, nor was about to commit a felony or serious crime, but rather a violation, so their continued chase of Plaintiff was unnecessary and unjustified.\n\nPlaintiff was taken to Bellevue Hospital, where he was handcuffed to a bed, and was hospitalized for approximately 3 weeks.
