Defendant police officers Luis Montalvo and Maurice Grant stopped Plaintiff while he was walking through a hallway in the building.  Defendants Montalvo and Grant asked Plaintiff where he was going, and after he truthfully answered, Defendants violently threw Plaintiff against a wall and handcuffed him.  When Plaintiff asked why he was being arrested, Defendants told Plaintiff that he had been \"stealing electricity\" by charging his cellphone in the building's hallway.  Defendants then transported Plaintiff to the local police precinct.  At the precinct, Defendants Montalvo, Grant, and a third Defendant, Gregory Tomassi, prepared arrest paperwork containing false statements and falsely informed the DA's office that they had observed Plaintiff commit various crimes.  Plaintiff was detained for a prolonged period of time before being released with a ticket.
