The Plaintiff, who did not possess or sell heroin or engage in illegal conduct on April 19, 2013, was arraigned on those charges and spent approximately 30 hours unlawfully in police custody. At arraignment, the Honorable Judge Parker released the Plaintiff on his own recognizance and the matter was adjourned for grand jury action.
