Some time after Defendant Sergeant Epps instructed Plaintiff to wait, Defendant Officer Rayshawn Younger approached Plaintiff to review the invoice.  After an exchange Defendant Younger told Plaintiff to return the following day for his keys, which Plaintiff disagreed with as they were needed to get into his home.  Unprovoked and suddenly, Defendant Younger then violently assaulted the Plaintiff, striking him on the head and chest.  Defendant Officers Andrew Nguyen and others helped Defendant Younger take the Plaintiff to the ground, where he was tightly cuffed.  Plaintiff Rogers was initially given a desk ticket to sign, but Defendants decided to further punish him by taking Plaintiff Rogers to Central Booking, where he was eventually released after almost 24 hours.  While there Defendants denied Plaintiff his phone call.  Plaintiff was falsely charged with disorderly conduct and resisting arrest based on false allegations by Defendant Officer Younger.  Plaintiff was forced to return to court three times before the charges were adjourned.","documents":[{"url":"https://storage.courtlistener.com/recap/gov.uscourts.nysd.424367/gov.uscourts.nysd.424367.9.0.pdf","type":"complaint"}],"url":"https://www.courtlistener.com/docket/13056736/rogers-v-the-city-of-new-york/"}],"discipline":[{"disposition_date":"2022-05-20","case_no":"2022-25255","penalty":"Instructions","recommendation":"Instructions","allegations":[{"desc":"Failure to notify."}]}],"documents":[{"url":"https://www.documentcloud.org/documents/24441170-bronx-notified-officers-list-edited_redacted-redacted_redacted","type":"credibility-finding"}],"image":"https://www.50-a.org/images/officer/JCBR-quathisha-epps.jpg","news":[{"url":"https://www.nydailynews.com/2024/12/21/nypd-chief-of-department-jeffrey-maddrey-resigns-amid-bombshell-sex-abuse-claims/","title":"NYPD Chief of Department Jeffrey Maddrey resigns amid bombshell sex abuse claims","source":"New York Daily News","date":"2024-12-21"},{"url":"https://nypost.com/2024/12/21/us-news/nypds-top-cop-jeffrey-maddrey-abruptly-resigns-after-allegedly-demanding-underling-perform-sexual-favors-in-exchange-for-overtime/","title":"NYPD's top cop Jeffrey Maddrey abruptly resigns after allegedly demanding underling perform sexual favors — including 'kiss his penis' — in exchange for overtime","source":"New York Post","date":"2024-12-21"},{"url":"https://nypost.com/2024/11/16/us-news/how-nypds-top-earner-raked-in-403k-last-year-including-an-eye-popping-amount-in-overtime/","title":"How NYPD's top earner raked in $403K last year — including an eye-popping amount in overtime","source":"New York Post","date":"2024-11-16"}],"id":"JCBR","url":"https://www.50-a.org/officer/JCBR"}
