Despite this, Pascone and Meshel issued a traffic ticket for cell phone use.\n\nWhile Koehl was questioning the reason for the ticket, Officer Maglio opened the van’s passenger door without consent, warrant, or probable cause and began searching the vehicle. Koehl protested the search, to which Maglio responded with a verbal threat, stating that he could drag Koehl out of the van if he wanted to. Koehl alleges that Pascone and Meshel failed to intervene, allowing Maglio to continue the unlawful search.
