They had no warrant, or any other lawful reason, to arrest the Plaintiff but he was charged him with shooting someone in the finger, subject to a humiliating search and confiscated of his money and personal belongings then imprisoned until October 29, 2018. \n\nAll charges against Plaintiff were dismissed on November 12, 2019 \n\nWhile the New York City Police Department had a duty to hire and retain competent police officers, they have maintained a system of review of police conduct that is so untimely and cursory as to be ineffective and has the policy to permit and tolerate the unreasonable and excessive use of force and lack of discretion.
