Prior to her arrest, Plaintiff had undergone breast reduction surgery. At the time of her arrest, the surgical incisions were still healing, the stitches had not dissolved, and Plaintiff was experiencing pain and tenderness from the surgical procedure. She informed officers at the time of her arrest that due to her recent surgery she could not place her hands behind her back. Regardless, officers handcuffed Plaintiff behind her back and transported her to the precinct. During transport, Plaintiff informed officers that she felt pulling of stitches as well as moisture indicating that the wound had opened and requested that the handcuffs be adjusted. Plaintiff's requests were not adhered to.
