Plaintiff saw defendant Detective Iballys Starling dressed in a leather jacket, blue jeans and black boots with her hand out as if hailing his cab. Plaintiff pulled over and backed up towards defendant, who approached the car, told plaintiff she'd give him a \"\"buffet\"\" for $100, and gave plaintiff her phone number. Plaintiff then realized she may have been a prostitute, rolled up his window, and drove away. About five blocks later, 5 police vehicles surrounded his car and forced hi to stop. Defendant Detective Yuseff Hamm ordered plaintiff out of his vehicle and told him, \"\"You know what you did,\"\" referring to his encounter with defendant Detective Starling. Plaintiff was handcuffed and placed in a police van for several hours, while police officers made racially and religiously motivated remarks about plaintiff and threatened to put him on a sexual predator list and refused to read him his rights, when requested.
