However, the plaintiff was not in possession of any controlled substance, weapon, or stolen property and did not commit any offense. Before his arrest, the Plaintiff was fixing a car with his friend and saw police officers enter a house about three buildings away. After arresting one guy inside the building, the officers approached the plaintiff and asked what was going on. After telling the officers he was fixing the car, the officer searched the Plaintiff and found nothing illegal. However, the superior officer instructed the officer to bring the plaintiff to the building where the raid took place. The defendants held the plaintiff and his friend on the steps of the house of the raid and tightly handcuffed them to perform a search of the plaintiff, resulting in finding no contraband on the plaintiff. When asked for the reason of his arrest, the officers claimed that the plaintiff had obstructed their entry into the premises and that they found the plaintiff in the backroom of the house where the raid took place with a backpack full of drugs. However, the plaintiff was actually arrested on the street more than 100 feet from said house.","documents":[{"url":"https://storage.courtlistener.com/recap/gov.uscourts.nyed.426238/gov.uscourts.nyed.426238.1.0.pdf","type":"complaint"}],"url":"https://www.courtlistener.com/docket/8387323/whitaker-v-city-of-new-york/"},{"officer_name":"Fernan, Scott","disposition":"Settlement","start_date":"2017-10-12","disposition_date":"2020-11-17","court":"Supreme Court - Kings","docket":"516859/2017","name":"Philogene, Labossiere Cesar vs City of New York, et al.","payout_amount":15000},{"name":"Agnew, Rodney vs City of New York, et al.","start_date":"2017-07-19","disposition_date":"2020-05-06","payout_amount":50000,"disposition":"Settlement","docket":"513918/2017","court":"Supreme Court - Kings","officer_name":"Fernan, Scott","summary":"On May 31, 2016, Plaintiff was walking and talking with an acquaintance who he had not seen for many years.
