The car was parked in front of Hotel Pergola in Queens, NY. After Plaintiff got out of the car to deliver an item to a friend in hotel Pergola, the companion moved to the front passenger's seat and attended to work on her laptop. She observed several police officers exiting the hotel and was told that she was not required to move her vehicle. Plaintiff returned to the car and got into the driver's seat after noticing the companion in the front passenger's seat. The car was parked with its engine off facing north on Jamaica Ave. Suddenly, 2 unmarked vehicles heading the opposite direction of the traffic dangerously sped across 2 lanes of the southbound traffic, and 2 additional lanes of northbound traffic before slamming on the brakes very close to the Plaintiff's vehicle. This terrifies Plaintiff and his companion. Defendants, who were all in plain clothes, jumped out of the unmarked vehicles with firearms drawn and aimed at Plaintiff and the companion's heads, while screaming hysterically at them to open the car doors. The unmarked vehicles did not display any police sirens or lights, or identify themselves as police. Plaintiff thought it was an armed robbery. Once the car doors were opened, Plaintiff was ripped from his seat and thrown back onto the vehicle, face first. His arms were pulled behind him and handcuffed while Defendants unlawfully searched his body and belongings. Guns remained on Plaintiff's head the entire time. Plaintiff was unarmed and did not resisted. A Defendant muttered that the aggression was due to the car not being insured. Defendant Persaud claimed he recovered a plastic bag of glassine envelopes from Plaintiff's pocket. Later on, Defendant Bourne swore that the stopping was because the car was parked in a 'No Standing Zone'. The charges against Plaintiff were all dismissed in his favor.","documents":[{"url":"https://storage.courtlistener.com/recap/gov.uscourts.nyed.518793/gov.uscourts.nyed.518793.1.0.pdf","type":"complaint"}],"url":"https://www.courtlistener.com/docket/69012496/12/english-v-the-city-of-new-york/"},{"name":"Williams, Jonathan vs City of Ny, et al.","start_date":"2023-03-22","payout_amount":0,"disposition":"","docket":"804560/2023E","court":"Supreme Court - Bronx","summary":"On November 23, 2018, Plaintiff Jonathan Williams, a black or African American male, was lawfully present in his grandmother’s home, when Defendants, including defendant officers NOVONIL CHOWDHURY, and JOHN OR JANE DOE 1-10, illegally forced entry into the aforesaid premise and pointed loaded firearms at Plaintiff. Defendants, including NOVONIL CHOWDHURY, and JOHN OR JANE DOE 1-10, conducted an illegal search of Plaintiff’s person by rifling through his pockets and patting him down all over. Defendants violently contorted Plaintiff’s arms behind his back in order to handcuff him. Plaintiff repeatedly requested that Defendants, including NOVONIL CHOWDHURY, and JOHN OR JANE DOE 1-10, loosen the handcuffs, because they were causing him substantial pain and discomfort due to their excessive tightness. Defendants, including NOVONIL CHOWDHURY, and JOHN OR JANE DOE 1-10, ignored all of Plaintiff’s pleas to loosen the handcuffs, which resulted in Plaintiff’s wrists sustaining contusions, swelling, and loss of feeling. Defendants, including NOVONIL CHOWDHURY, and JOHN OR JANE DOE 1-10, removed Plaintiff to a 42nd NYPD precinct against his will, where Defendants fingerprinted, photographed, searched and confined Plaintiff to a cell.\n\nPlaintiff was wrongfully detained at Rikers Island over the course of approximately thirteen (13) months, until all criminal charges were dismissed which constituted a termination in favor of Plaintiff. They immediately handcuffed plaintiffs and placed them in the living room. Plaintiffs complained that the handcuffs were too tight but the officers refused to loosen them. The officers searched plaintiffs and found no contraband. Eventually, they forcibly removed plaintiffs from the premises and transported them to a precinct where they subjected plaintiffs to a visual body cavity search, forcing them to undress, bend over, and squat and cough, while naked. Still no contraband was found. The officers falsely stated to prosecutors that plaintiffs committed crimes. Upon arraignment, the charges against plaintiffs were summarily dismissed.","documents":[{"url":"https://storage.courtlistener.com/recap/gov.uscourts.nyed.467905/gov.uscourts.nyed.467905.17.0.pdf","type":"complaint"}],"url":"https://www.courtlistener.com/docket/60115314/rutledge-v-the-city-of-new-york/"},{"name":"Cottingham, Debra, et Al vs City of Ny, et al.","start_date":"2021-06-17","disposition_date":"2023-05-18","payout_amount":149000,"disposition":"Settlement","docket":"21CV03372","court":"U.S. District Court - Eastern District NY","summary":"On Friday March 19, 2021 at 6am NYPD Det.
