A few minutes later, Officers Hector Rodriguez, Charles Martello, and other unidentified officers stormed the apartment, immediately seizing the two plaintiffs as well as two other residents of the apartment, handcuffing them, and taking them into custody.  The officers did not display a warrant and it is unknown whether they actually possessed a warrant.  Although both plaintiffs were searched at the time of their arrest and again at the station, neither search yielded any evidence of guns, drugs, or other contraband.  However, Officer Rodriguez completed paperwork with respect to Mr. Phillip alleging that Officer Rodriguez recovered marijuana that was in plain sight on a table next to where Mr. Phillip was standing.  Officer Rodriguez also completed paperwork with respect to Mr. Williams alleging that Officers Rodriguez and Martello observed Mr. Williams in possession of a safe and that marijuana was recovered from the safe.  Both statements were materially false as no marijuana was recovered from either the table or the safe.
