Defendant Officers pulled Plaintiff's pants down in the street in full open view of the public, and proceeded to remove Plaintiff's underwear in full open view of the public. When Plaintiff expressed his discomfort at having his underwear opened and genitals exposed in the street, Defendant threatened to tase Plaintiff. Despite the officers finding no contraband, Defendant Officers handcuffed Plaintiff's arms behind his back in order to handcuff and arrest him. Plaintiff repeatedly requested that the Defendants loosen the handcuffs, because they were causing them substantial pain and discomfort due to their excessive tightness. Plaintiff was transported to the precinct and was subjected to a strip search, before being transported to Central Booking. Defendant Officer Douglas Ryan signed a criminal complaint against Plaintiff where they affirmed the false allegations that Plaintiff was criminally in possession of narcotics or other drug-related crimes.
