According to the complaint, despite no apparent criminal activity or reasonable suspicion, the officers stopped and questioned her. Ms. Rodriguez was accused of criminal trespass and possession of a controlled substance. The officers conducted a search, handcuffed her tightly despite her protests, and transported her to the precinct, where she was processed and detained, eventually being transferred to Rikers Island.\n\nOfficer LONDONO later filed a criminal complaint against Ms. Rodriguez, which she claims contained fabricated allegations. She was required to appear in court multiple times to contest the charges, which were ultimately dismissed on December 23, 2019. The lawsuit claims that the officers’ actions were driven by their interest in securing overtime compensation, fulfilling arrest quotas, and concealing misconduct. Additionally, the complaint asserts that the officers conspired to fabricate evidence.\n\nThe plaintiff further alleges that the actions taken against her were racially motivated and part of a broader pattern of similar conduct within the NYPD. The complaint references media reports of systemic issues within the department, including racial profiling and fabricated evidence, and challenges the NYPD’s policies regarding arrest quotas, suggesting that such practices disproportionately affect minority communities.","documents":[{"url":"https://iapps.courts.state.ny.us/nyscef/ViewDocument?docIndex=aNilOBXeC/MLoJ5RB3Me/Q==","type":"complaint"}]},{"name":"Campbell, Shon vs City of New York, et al.","start_date":"2020-01-08","disposition_date":"2023-04-28","payout_amount":17500,"disposition":"Settlement","docket":"035453/2019E","court":"Supreme Court - Bronx","officer_name":"Londono, John","summary":"On October 6, 2018, the plaintiff was unlawfully stopped, seized, searched, assaulted and arrested by certain unidentified PO including John Londono and Michael Kaiser without any reasonable suspicion of unlawful behaviour.
