Mr. Watts asked “Willie” whether he was okay and if he wanted something to eat. “Willie” responded “yes.” Mr. Watts told “Willie” to wait while he\nretrieves his bags. Before returning from his apartment, Mr. Watts heard a commotion in the hallway  and observed the Defendants, NYPD Police Officers,   Almanzar (Tax ID #969475) of the 28TH Precinct, and Police Officers John Doe #s 1-4 surrounding Willie. Mr. Watts inquired as to what was going on and he stated that Willie was waiting for him so he could buy him food. Mr. Watts noticed that the Defendants were ignoring him, so he started to record the Defendants as he approached closer to Willie’s detention. While recording and approaching, the Defendants asked Watts what he was doing and to step back. \n\nMr. Watts complied with the order as the Defendants collectively repeatedly pushed him further back and away from where they had Willie surrounded. Mr. Watts yelled, “Why you are touching me and stop touching him.” At this point, the Defendants became more aggressive and knocked Mr. Watts’ cell phone out of his\nhands as he alerted the Defendants that their “Body Cam” was on the floor. Mr. Watts was knocked unconscious. He then remembers standing in the 28th precinct\nin handcuffs while being searched. Mr. Watts remained handcuffed during his illegal search and was thrown on the floor of a cell within the precinct. Sergeant John Doe who had just started his work shift asked Mr. Watts why he was arrested and Mr. Watts told him what occurred. The Sergeant failed to intervene and further detained Mr. Watts for another hour before he received a Desk Appearance Ticket. Mr. Watts complained of head and chest pain during his false arrest, but these\ncomplaints were ignored and he did not receive any medical treatment. As a result of this incident, Mr. Watts went to a hospital where he received a chest scan\nand head scan.
