John Doe # 1. Plaintiff was taken to a precinct and then to Central Booking. During the entire time of his detention, Plaintiff was denied any accommodation for communication despite his repeated requests. He was mocked for being deaf by the P.O.s during his confinement. He was also never informed of the reason for his arrest until he was brought to court for arraignment.\n\nOn July 10, 2014, P.O. John Doe # 2 and 3 arrested Plaintiff at his place of business. He was brought to a precinct. During the entire time of his detention, Plaintiff was denied any accommodation for communication despite his repeated requests. Due to communication problems, Plaintiff was held longer than other prisoners and was only able to be arraigned on July 12, and he was not informed of the reason for his arrest. \n\nOn July 16, 2014, Plaintiff was arrested at his place of employment by the same officers on July 10. Plaintiff again was not provided with any communication accommodations and as a result, was held longer than other prisoners. 24 hours have passed before he was arraigned. He was unable to contact others to arrange for bail in advance, for the lack of effective communication accommodations so he had been confined in the New York City Corrections Department Facility\nUntil his brother learned of his arrest. He was humiliated at having a sign posted identifying him as “mute”.  \n\nOn August 28, 2014, Plaintiff was notified to appear at the precinct on September 15, 2014, and he was detained again when he showed up. He was again deprived of any hearing accommodations. Plaintiff was subsequently granted an Adjournment in Contemplation of Dismissal and the charges were ultimately dismissed.\n\nOn February 20, 2016, Plaintiff went to the 42 Street Police Station for his regularly scheduled visitation with his daughter and was told to go instead to the NYPD’s Midtown North Precinct at 306 West 54 Street for visitation by the child’s mother. When Plaintiff arrived, 6 or 7 P.O. “John Doe 4 through 11\" came running out of the Midtown North Precinct, forcibly grabbed the plaintiff without cause or justification, and threw him against the wall of a building. P.O. refused to allow him to communicate with them despite his efforts to tell them that he is deaf, placing his head against the wall and cuffed his hands, which he needed to communicate with, behind his back. Plaintiff was confined without cause. No communication accommodation was provided. He was mocked due to his deafness.
