Sturman telling the Plaintiff \"Stop calling, dickhead!\"\nOn September 10, 2021, the Plaintiff noticed several illegally parked vehicles again, and submitted photographs/separate complaints to NYPD. PO Madera pretended to be a NYC 311 operator (the service that receives the initial complaints) and told the Plaintiff he might be banned from submitting additional complaints going forward. \nOn October 18, 2021, the Plaintiff submitted 11 more complaints to the city about illegally parked vehicles. All of these complaints were falsely claimed to have been responded to. Later, the Plaintiff received a text from an unknown number that said \"Keep f---ing around.\" The Plaintiff received 8 calls from a blocked number that continued to call, despite the Plaintiff declining each time.
