Subsequently, the plaintiff moved to a shelter with her children. While at the shelter, she experienced significant stress and anxiety from the domestic violence and searched for housing. She asked Officer Burbran for assistance, and he told her she was eligible for a housing grant program and offered to sponsor her application. He requested a bank check for the first month's rent and security deposit, payable to him, promising a refund upon approval or if she found an apartment independently. The plaintiff provided the cashier's check, and on May 4, 2021, she found an apartment on her own. She contacted Officer Burbran for the refund, and he assured her it would be returned before her move. However, over the following months, he either ignored her messages or promised the refund soon, causing her financial distress.
