Multiple NYPD officers including defendant officers Hall and Cruz entered the park and began to interact with one of plaintiff's friends. Plaintiff began recording the interaction with his cell phone. Defendant Hall attempted to take the phone away from Plaintiff, before she and defendant Cruz grabbed plaintiff  and shoved him up against a fence which forced him to stop recording. Defendant Hall punched plaintiff with his fish multiple times in the shoulder area. Plaintiff was arrested and ultimately taken to central booking. All charges against him were dismissed. \n\nOn May 28, 2019 plaintiff returned home from high school and found defendants Cruz and Hall parked across the street from his home. Defendants made a number of intimidating and threatening remarks to Plaintiff. \n\nOn May 30, 2019 Defendants Hall and Cruz returned to plaintiff street and parked in front of his house. Defendant was not home but his sister took pictures of the police vehicle outside. \n\nOn June 4 2019 plaintiff filed a notice of claim with the comptroller of the city about the May 27th arrest and assault. On June 5, 2019, plaintiff's attorney sent a letter to the NYPD commissioners and internal affairs explaining the repeated and unwarranted contacts. On June 11 Defendants against tracked plaintiff, parking directly behind his car for several minutes while defendant was in a park.\n\nOn June 23, 2019 defendants returned to plaintiff's street again and parked across from plaintiff's house.
