Plaintiffs were initially allowed to proceed before being stopped by additional Defendant Officers who ordered Plaintiffs to exit the vehicle. Defendant Officers, including Officer Messina, slammed Plaintiff Wheeler headfirst into the rear windshield of his vehicle and handcuffed him.
