Officer Edward Lam and unnamed officers erected a barricade that blocked plaintiff in to her location and announced directions for the group the leave. Plaintiff attempted to leave but was not immediately able to depart as the barricades and police officers prevented her. Officer Lam and others then forcibly took her to the ground, seized plaintiff, and arrested her. They used excessive force in the course of seizing her. Plaintiff did not resist or pose a safety threat. she was arrested and released hours later with a summons. Officer Lam participated in the prosecution of plaintiff by drafting arrest paperwork, recommending charges, and communicating with members of the DA office. He present false information alleging that plaintiff committed various acts which he was aware she did not do. Plaintiff Walsh was thrown to the ground, had his head pushed into the ground, and had multiple officers kneel on his back while applying handcuffs.
