The officers were motivated to quickly close a murder investigation and therefore failed to conduct a thorough investigation, including no attempt to speak with most of the witnesses on the scene and failing to preserve most of the video evidence. Only a repeat felon drug dealer alleged, without evidence, that Plaintiff was the shooter. The officers gave Plaintiff false promises and threats to coerce him to confess to crimes he did not commit.
