Plaintiff was recording the arrest of three civilians when police created a barrier, trapping Plaintiff inside its perimeter and refusing to allow her to move to the other side of the police line. \nLt. Weiner became frustrated with Plaintiff's presence and urged her to move away. She continued filming as she backed away and tried to tell Lt. Weiner that another officer had given her permission to stay and wait until the arrest was complete. Lt. Weiner interrupted her and started aggressively pushing toward her before grabbing her arm and ordering her to put her phone down. Lt. Weiner called over Officer Serrano who cuffed Plaintiff as Lt.
