KEVIN CARNEY and P.O. PATRICK COTTERS placed plaintiff PRISCILLA COLON under arrest for obstructing governmental administration, disorderly conduct, and resisting arrest, despite defendants' knowledge that they lacked probable cause to do so. Defendants P.O. KEVIN CARNEY and P.O. PATRICK COTTERS transported plaintiff PRISCILLA COLON to the 48th Precinct of the New York City Police Department in Bronx, New York. At the 48th Precinct, defendants P.O. KEVIN CARNEY and P.O. PATRICK COTTERS placed plaintiff PRISCILLA COLON in a cell still wearing the too-tight handcuffs. When plaintiff PRISCILLA COLON asked to have the handcuffs removed, defendant P.O. KEVIN CARNEY grabbed his crotch and suggested that plaintiff fellate him. At the 48th Precinct, without provocation, defendant P.O. KEVIN CARNEY sprayed plaintiff PRISCILLA COLON with a chemical agent. Defendants SGT. LOUIS BARBARELLI, and SGT.
