Police Officer Jennifer Rosario Shield #10604 filled out a Complaint Worksheet with the statement from the witness saying that a black man was behind her but she did not feel anything. Defendant Rosario still falsely accused Plaintiff of rubbing his groin against the complaining witness' buttocks, which initiated the prosecution of Plaintiff, who was imprisoned for 18 hours.
