Plaintiff was a car service driver, and while driving a client to her destination, plaintiff’s car was blocked by a vehicle stopped in the middle of the road. Plaintiff later learned the vehicle was an unmarked police car. Plaintiff waited several minutes and lightly honked his horn. Two officers, including Iglesias, then got into the car and moved it so that plaintiff’s car could pass. Officers forced the car’s passenger to leave and demanded to see plaintiff’s ID and registration Plaintiff provided his license to the officers and was looking for his registration. Plaintiff informed officers he suffered from a serious heart condition. Officers pulled plaintiff out of the car and placed him in handcuffs. Plaintiff experienced heart palpitations and begged for an ambulance. An ambulance arrived and transported plaintiff to Woodhull Hospital for treatment. At the hospital plaintiff was handcuffed to a bed.
