A woman walked by and told the plaintiff to move on, after which the two of them had a brief exchange of words. Unnamed police officers John and Jane Does 1-10, as well as Police Officer Sabitini became annoyed by the plaintiff and arrested him for allegedly harassing the woman passerby. The arrest was not based on any probable cause given that the plaintiff broke no laws and was rather in retaliation for the plaintiff expressing his opinion to the officers about standing around and not patrolling the community. The police officers made a false charge and complaint against the plaintiff in order to cover up their unlawful actions, including false arrest. The false charge against the plaintiff was eventually dismissed.
