Plaintiff White noticed that a car with tinted windows was following him. This car - which was an unmarked police car, pulled over the Plaintiff and Defendant Officers stepped out, but did not immediately identify themselves as NYPD. The men in the unmarked car were Defendant Officers Kevin McCarthy, Umar Khitab, and Steven Rupnick. One Officer asked Plaintiff for his license and registration and Plaintiff looked for it, but also asked why he had been stopped. The Officer began to get hostile, eventually pulling Plaintiff out of the car and taking his cellphone. Two other Defendant Officers then began to search the Plaintiff, so Plaintiff again asked why he was being stopped. The Officers told him he was speeding, which was not true. The Officers became hostile and began to search Plaintiff's vehicle. The Officers then accused Plaintiff of shooting and killing an unnamed person in 2007, but could not explain what they were talking about. Plaintiff informed the Officers that they were committing slander at which point Defendants became aggressive and slammed the car door on Plaintiff's legs. The Defendants also began to search the trunk of Defendants car without consent. The Defendants, finding nothing, told Plaintiff he could leave. \nPlaintiff then asked for the names and badge numbers of the three Defendants, who refused. One Defendant told Plaintiff that giving their information would require them to write a summons. They then got back in their car and almost struck Plaintiff as Plaintiff was trying to take a photo of their license plate.\nThe Officers saw this and jumped out of their car and told Plaintiff they would take him to jail. One of the Defendants then grabbed Plaintiff's shoulder, causing pain, and the Defendants issued Plaintiff a summons (without a court date) falsely stating that Plaintiff had been driving recklessly. \nPlaintiff repeatedly asked for names and badges and one Defendant provided it. The Defendants then drove off. Plaintiff then went to a precinct to ask for assistance. One of the Defendants then appeared and tried to prevent Plaintiff from filing a complaint. Plaintiff did file a complaint, as Defendant Officer kept trying to intimidate him and threatened to arrest him for disorderly conduct.","documents":[{"url":"https://web.archive.org/web/20240821151812/https://iapps.courts.state.ny.us/nyscef/ViewDocument?docIndex=z2OTh/gk1rvpknlg5uVEig==","type":"complaint"}]},{"name":"Taylor, Aubura Lionel vs City of New York, et al.","start_date":"2019-08-28","disposition_date":"2023-09-12","payout_amount":75000,"disposition":"Settlement","docket":"517639/2019","court":"Supreme Court - Kings","officer_name":"Rupnick, Steven","summary":"On or about January 1st, 2019, Plaintiff was lawfully attending a New Year's Eve celebration and was standing outside the premises when he was approaches by PO \"John Doe\" of the NYPD.
