After reaching Det. Taylor by phone the next day, Taylor requested that Plaintiff comne to the 60th Precinct to speak with Taylor. Defendant refused to specify the reason for this request. Plaintiff, who had no prior involvement with the police, was afraid and therefore did not immediately comply. When Det. Taylor threatened to have Plaintiff arrested if he didn't come in, Plaintiff finally went to the 60th Precinct on February 19 at approximately 7:45am, at which time he was immediately placed in handcuffs and arrested for his involvement in a \"domestic incident\" but was provided with no additional details. Thereafter, Plaintiff was processed and detained at the 60th Precinct and Central Booking until 8:10pm when he was simply told to go home. Plaintiff was never arraigned and no explanation was ever given for his detainment. The complaint alleges that Det.
