Briscoe was improperly targeted based on her race, religion, national origin, ethnicity, or other improper characteristics. Briscoe specifically agreed with the police to meet there to discuss a prior matter - a motor vehicle accident. Briscoe, once there, was improperly subject to questioning and searches by the officers even though the evidence were not fully analyzed by the officers. Briscoe was subject to tight handcuff which gave her severe physical pain. The officers then fabricated evidence to prosecute Briscoe to get overtime compensations and meet the arrest quota. In addition, the officers, despite being the position to do so, did not intervene to stop the improper conduct of other officers. \nBriscoe was detained for approximately 22 hours without her consent. She was maliciously prosecuted until the charges against her were dropped favorably for her. As a result, Briscoe suffered various physical, emotional, and psychological injuries and was deprived of her freedom. Specifically, she suffered from humiliation, embarrassment, trauma, frustration, inconvenience and anxiety.
