They then placed Azaryev under arrest for false charges alleging he impersonating a police officer. The arresting officer was Arthur Sturman. The arrest was made without probable cause or reasonable suspicion that Azaryev had committed any crime. Azaryev saw an officer driving his car while he was detained in the cruiser. Azaryev’s vehicle was later released to someone else, Arthur Mikhaylov, after being impounded. Mikhalyov claimed to be Azaryev and was detained for driving impaired but never arrested.
