An officer called and spoke to the owner of the venue on speakerphone and was informed that Mr. Lewis did not work there – he was arrested anyway, handcuffed and transported to the 70th precinct.\n\nLieutenant Epstein falsely claimed that Mr. Lewis was an employee of the establishment that was serving alcohol. Defendant Lieutenant Epstein then found a bottle of non-alcoholic Curacao syrup and arrested Mrs. Blackman on a false claim of illegally possessing alcoholic beverages. Mrs. Blackman was then charged with a series of misdemeanors and held in custody overnight. All charges against her were eventually dismissed, but as a result of the false arrest, Mrs. Blackman was forced to close her restaurant.\n\nDefendant Lieutenant Epstein had a previous history of harassing Mrs. Blackman. He came to the restaurant about three times per week, would harass customers as they ate, and made racist comments directed at Mrs. Blackman.
