Two unidentified officers, for no apparent reason, forcefully brought the first plaintiff to the ground and placed him in overly tightened handcuffs, and he kneed him in the back. The officers continued to inflict pain after plaintiff informed them of medical condition and plaintiff's wife, the second plaintiff, implored them to stop. He now requires pain management sessions for his back and knee. His wife, the second plaintiff, was asleep in bed when the unidentified male officers entered her bedroom with guns drawn. The officers handcuffed her tightly to her bed; she informed them that the handcuffs were too tight and the officers dismissed her concerns. She asked for the evidence that justified their presence in her home and they informed her they would find it. After finally granting her repeated requests to use the restroom, a male officer stood and watched her while she was entirely exposed to him. They took her to the 30th precinct; she complained she wasn't feeling well; her blood pressure was so high that she had to be rushed to the hospital. The officers informed her while she was in the hospital that the charges were dropped and refused to help her find her way home despite taking her money, phone, and metro card. The third plaintiff is the son of the first two plaintiffs. He was asleep in bed when five unidentified officers entered his bedroom with their guns drawn. He lifted his hands to indicate he was unarmed, but the officers threw him to the floor and kneed him in the back and damaged property in his room before taking him to the precinct.","documents":[{"url":"https://storage.courtlistener.com/recap/gov.uscourts.nysd.571041/gov.uscourts.nysd.571041.20.0.pdf","type":"complaint"}],"url":"https://www.courtlistener.com/docket/61587697/gell-v-conejo/"},{"officer_name":"Salcedo, Jose","disposition":"Settlement","start_date":"2011-11-04","disposition_date":"2014-10-28","court":"U.S. District Court - Southern District NY","docket":"11CV07856","name":"Castro, Rafael vs City of New York, et al.","payout_amount":230000,"url":"https://www.courtlistener.com/docket/4349797/castro-v-the-city-of-new-york/"}],"discipline":[{"disposition_date":"2024-04-01","case_no":"2023-28528","penalty":"Vacation days (45 days)","charges":[{"desc":"Misuse of time.","disposition":"Pleaded Guilty"},{"desc":"Consumed alcohol while on-duty.","disposition":"Pleaded Guilty"}]},{"disposition_date":"2023-10-17","case_no":"2023-28901","penalty":"B - Command Discipline, vacation days (5 days)","recommendation":"Command Discipline - B","allegations":[{"desc":"Made computer inquiries unrelated to official Department business."}]}],"payroll":{"salary":"119980","regular":"115753","overtime":"76528","other":"24061","total":"216342"},"id":"MLEZ","url":"https://www.50-a.org/officer/MLEZ"}
