Various members of the NYPD arrived and spoke with the tenant. Shortly thereafter, the officers, including Charles Minch, John Portalatin and Nicholas Marciano, entered the apartment where the party was taking place and demanded that everyone leave. Mr. Jowers was outside when an officer approached him and demanded that he be searched. He complied and permitted the search, even though there was no lawful basis for the search. The search yielded no weapons, drugs or any other contraband. Despite the lack of evidence, the officers seized and handcuffed Mr. Jowers. Officer Marciano was the arresting officer. Officers Minch and Portalatin are believed to be the supervising officers on the scene who directed or otherwise approved the arrest. \n\nMr. Jowers was taken to a local area NYPD station house, where he was imprisoned in a holding cell. While at the station house, Mr. Jowers was searched again, finger printed and processed. He was held there for many hours before being transported to Central Booking, where he was kept for a further period of hours.
