An officer at the front desk told him an officer will come by his house to complete the form, however the plaintiff waited at home and no officer ever came. The next day the plaintiff went back to the Precinct again and spoke to another officer at the desk explaining that no officer ever showed up, and this is when defendant NYPD officer approached the plaintiff and illegally grabbed him without probable cause. At no time did the plaintiff raise his voice at anyone prior or give any reason to justify the defendant's actions.
