At the precinct, plaintiff was transferred to the ambulance and taken to a hospital.  Plaintiff's arms and legs were shackled in the ambulance.  Then, he was taken back to the 39th Precinct and processed.  In the arrest report. P.O. Vartanian falsely stated that plaintiff struck an unmarked police vehicle and another parked vehicle while on his bike.  Plaintiff was falsely charged with reckless endangerment and reckless driving.
