Ritchard Blake. Sgt. Blake had a prominent and long history of violence and assaults, and was the subject of three previous Internal Affairs investigations. Sgt. Blake shot at Plaintiff twice with his NYPD-issued firearm, and one bullet hit Plaintiff in the face. Instead of calling for an ambulance, Sgt. Blake called for backup and identified himself as a police officer. As Plaintiff lay choking on his own teeth and blood Sgt. Blake searched Plaintiff, found no weapons, and planted knives on Plaintiff from Sgt. Blake's own person. Sgt. Blake then noticed surveillance cameras and retrieved the planted weapons. \n\nPOs John Does #1-3 responded and falsely arrested Plaintiff for attempted theft of Sgt. Blake's cell phone, handcuffing Plaintiff while he was being transported to the hospital. Sgt. Blake was fired a few hours later. Plaintiff's mother learned her son had been shot and responded to the scene but POs surrounded her son and refused to provide any information regarding the incident. Plaintiff was hospitalized for several weeks in critical condition and Plaintiff's mother learned how to take care of her son's new needs, including the use of a feeding tube. Plaintiff is unable to assist his mother in raising his seven younger siblings and Plaintiff's mother is unable to work due to Plaintiff's medical needs. Plaintiff underwent several surgeries and will require more in the future.
