Four defendant officers, and among them officers Yuriy Tymkiv and Elvis Alcivar, approached him, opened the unlocked door and pulled him out of the vehicle. They arrested him, after subjecting him to unlawful pat-down search, and during the arrest they used a racial slur, grabbed him by his hair and slammed his head into the concrete, causing him to lose consciousness. After a treatment in a hospital, it was discovered that the injuries included shattered teeth, dizziness, impaired vision, and severe pain in his head, neck, shoulders, legs and ankle. Furthermore, the police officers provided the District Attorney with the false information that the plaintiff was engaged in Assault on a Police Officer, Resisting Arrest, and Obstructing Governmental Administration. All charges against the plaintiff were dismissed.","documents":[{"url":"https://iapps.courts.state.ny.us/nyscef/ViewDocument?docIndex=1YU4j1q9zgTwYrSyoVp08g==","type":"complaint"}]},{"name":"Cazeau, Winshey vs City of New York, et al.","start_date":"2017-04-19","disposition_date":"2017-12-26","payout_amount":45000,"disposition":"Settlement","docket":"17CV02294","court":"U.S. District Court - Eastern District NY","officer_name":"Alcivar, Elvis D.","summary":"On October 16, 2016, officer Michael Difede, sergeant Timothy Glant, officer Elvis Alcivar, officer Kevin Lafontant, lieutenant Douglas Kautter, and sergeant Gordon Frasier, as well as five unidentified officers, approached the plaintiff and pushed him to the ground.
